Uh, I hate to be the one to point this out, but isn’t this one of those things Patraeus should know?

Apparently that wasn’t one of the questions he was coached on. I thought I saw it flash across his face for a split-second: he was going to say “No” and then realized the WH wouldn’t like that answer and fumbled for something he could get away with saying. Obviously from Matthews’ ire, he picked the wrong fumble.
