The term is used every single time a police officer murders someone they have in custody. Pure and simple. Every time excited delirium is used think of murder caused by police. Its an absurd term which is used only by law enforcement officers and no where else and is only used when there is a death. excited delirium is synonymous with excessive force and murder.
