This is “the action of a child”? A child would do what it selfishly wanted to do, which in this context would be to play golf. I’m not sure what you wanted to say there, except that if President Bush did it, it must be bad.

The President is saying that while it is his duty to get rest, he need not get it by playing golf, or by doing anything else which is so conspicuously cavalier. But it’s not the sum total of his effort.
